On Sunday 25 September, polling stations are open throughout Italy for the renewal of the Parliament. Voting takes place in a single day from 7 am to 11 pm. Voters who want to vote must have an identity document and a voting card with them. Which document can be presented for recognition? What to do if the voting card is not found or if there is no more space? Here is everything you need to know.
How to obtain the electoral card
The electoral card is delivered to each voter with the first registration in the electoral roll of the municipality of residence. It is marked by a series and a progressive number, it indicates the voter’s personal details (name, surname, place and date of birth, address), the electoral section of assignment and the college, as well as the district or region, in which it is possible to express the right to vote in each type of election. There are also spaces reserved for the certification of the participation in the vote by a scrutineer. The electoral card is a personal document and is valid for 18 consultations.
If the voter transfers his residence from one municipality to another, it is up to the new administration to register on the electoral roll to deliver a new card to the holder, withdrawing the one issued by the municipality of the previous residence. If the voter does not receive the card at home, he can go to collect it by presenting an identification document.
If, on the other hand, you move home but remain within the same municipality, the voter will receive an update coupon to be applied to the card. Also in this case, if he does not receive the card at home, the voter can go to the electoral office of the municipality of residence and collect it by presenting an identification document.
What to do if you don’t have a voting card
It may happen that you no longer have your electoral card with you, because it has been stolen or lost, or that you still have it but so much ruined that it cannot be used. What to do case by case.
In case of theft of the electoral card, a report must be made to the police. Then you must ask the Municipality for the duplicate, attaching the report.
If the electoral card has been lost, the Municipality issues a duplicate of the card to the holder, always upon his request, accompanied by the complaint presented to the police. As an alternative to the presentation of the complaint, the voter must fill in a self-declaration in which he affirms, under his own personal responsibility and in the awareness of the penal sanctions deriving from false declarations, that he has lost it.
If the card is damaged, the voter can request a duplicate from the Electoral Office of the municipality of residence. He has to submit an ad hoc application and submit the old one that is now unusable.
What to do if there is no more space on the electoral card
In the electoral card there are eighteen spaces, a stamp is affixed to each election certifying that the vote has been taken. It is therefore physiological to run out of space. In this case, a duplicate card must be requested from the Municipality.
The request is presented to the electoral office, showing a valid identity document and the old card. On the day of the vote, Sunday 25 September, the offices are open for the entire duration of the voting operations, and therefore from 7 to 23. Each municipality then arranges the extraordinary opening of the decentralized stations precisely to ensure the services strictly connected to the elections.
When you can vote even without a voting card
The Ministry of the Interior, in the instructions for the operations of the section electoral offices issued for the political elections, specifies that “the voter, already registered in the sectional list, to whom the mayor of the municipality, having not been able to issue , immediately replace or renew the card, has delivered a replacement certificate for the card itself to vote for that specific consultation “.
In this case it is up to the members of the polling station to follow a series of instructions for registering the vote. After the elector has been identified as the president of the polling station, before handing over the ballots he must:
- view the replacement certificate;
- make note in the register, instead of the card number, the details (protocol number and date) of the replacement certificate;
- put on the certificate: ‘He voted’, your signature, the date and the section stamp.
In any case, the issue of the new electoral card is free. If the duplicate is requested on election day, in the right way, the new one is released at the same time as the request.
Identity documents valid for voting in the elections
On Sunday 25 September, voters who can present:
- the identity card or other identification document with a photograph, even if expired, issued by the public administration;
- the identification card issued by the National Union of officers on leave of Italy, provided that it is equipped with a photograph and validated by a military command;
- the identification card issued by a professional association, provided it is accompanied by a photograph.
Anyone who has requested an electronic identity card (CIE) but has not yet obtained it, in the absence of another identification document, can vote with the CIE request receipt. “The receipt – reads the ministry website of the Interior – contains the photograph and personal data of the CIE applicant. It therefore constitutes an identification document “.
